There was only one edition. I'm not sure that it was an official IPMS-sanctioned document. The Fed-Std is now on revision C. It may have been considered a 'standard' 30 years ago, when colors were matched with the MK-1 eyeball but times and technology change. The wing-nuts to this day debate the true nature of Gloss Sea Blue applied to late-war naval fighters. They are just like ship modelers debating 5D vs 5S at Pearl Harbor, except maybe not as gentile.
I knew Klaus in the Washington, DC modeling community at the time and he was rather opinionated on this and other subjects. Klaus used to own Meteor Productions & Cutting Edge decals.
Opinions on color have evolved. Many of the hobby paints referenced are no longer in production. There are new products available which are as good or better.
The value of the book is whatever someone would pay for it. I would probably go with a second confirming reference before going all anal on a color selection.
