Navy considers sunken USN ships and aircraft to be potential war graves and will not allow raising unless it can be proved that there are no remains aboard. This policy was established firmly in the mid-1980s under SECNAV John Lehman and still pertains. I was on Lehman's staff and was peripherally involved in the decision as his staff advisor on naval history matters.
