In the USN and RN, standardization and a solid base of knowledgeable shipbuilders. All large US CVs were of only 2 basic designs, 3 if you want to count the Midway class. The new construction CVE's were mass produced by Henry Kaiser, a truly gifted industrialist, and his team and they were all of similar design. That left the conversions and relatively speaking there were not many of them.
The IJN, not so much, and they really did not complete many new CVs. Most they completed were conversions. Taiho was the only new, purpose built, fleet CV completed in time to do any good. The Unryu class shipd completed were completed too late in the war.
