Funding: carriers and submarines absolutely unforgiving

Your note on the poor quality of repairs to the 17th of May reminds me of something one said to a flag ranked US Navy officer. Back in the 90s the Chinese Navy had just picked up one of the ex-Soviet carriers and were going to recondition it. He just laughed and said something to the effect of "If they though ships were expensive then wait until they commission and operate a carrier." It honestly took 10 years after that comment before the PLA Navy decided to rebuild one of the Soviet ships.
I'm amazed at how in WWII the IJN, RN, and USN were able to put a high number of Carrier ships to sea on the GPD they had at the time.
