That is how I have always understood it -

Doenitz's game plan was to curtail the Allied ability to move men and material from continent to continent.
That is the essence of having a navy - to insure your country has free access to sea lanes of communication, and deny your opponent the same.
U-boatwaffe intent was to sink Allied merchant ships and tankers where ever they were found. If they were loaded or in ballast was irrelevant.
