I don't know specifics for USS HOUSTON, but topmasts were being removed from USN ships in 1941 scheduled to get radars installed. Many ships were undergoing "prep" work well before that ship's could get their radars. With war approaching, USS HOUSTON could have had her topmasts removed in expectation that her radar was being shipped.
