So more than likely, someone in bean counter-ville looked at a hurricane survivor tripping over a warship rail and said "ya know what - to hell with these people. Shoulda evacuated..." And sadly - I have to agree. I was visiting a defunct base a decade ago and marvelled that large base housing was empty. "Why not give it to the homeless?" I queried out loud. "Oh no citizen" - quoth the city official. "The housing needs to be brought up to code."
