I can't recall where I heard/read it, but several years ago (maybe post-Katrina), I read that FEMA wanted to convert a retired LHA into a relief ship for such emergencies. That would be operated by the Naval Sealift Command, be disarmed and civilianized, and converted to combined ops ship for hospital/medical, relief with a cargo capability, etc. Not sure where that stands, but it may not be a bad idea now, given Texas, Puerto Rico and the myriad of other islands affected by storms, as well as Haiti (earthquakes), and others.... Sounds like a modelling possibility...
