The Pantone method matches reality. For yet another example: USN #17 neutral ocean gray reasonably matches Pantone Coated 424C. At e-paint.co.uk search for Pantone Coated 424C and you find sRGB 113; 114; 115, which are about equal as they should be for a neutral gray, and LRV 17, the exact USN WW2 evaluation, hence #17 in this paint's name. You get analogous results for Pantone Coated 422C as a match for #37 neutral light gray; and Pantone Coated 423C and 7539C as additional near-matches for #27 neutral haze gray.
The Pantone cards at the print shop don't cover off-black colors.
