An update 2 MH-60S squadrons are now in houston flying SAR...

I also heard on National Public Radio that the port of Houston is out of commission and will need to be inspected by the USCG and Army Corps of Engineers before reopening. That will hinder ships from entering. Right now the focus is on opening Galveston which is the 6th busiest port in the US and escaped major damage.
I know that when IWO JIMA moored in New Orleans after Hurricane Katrina, that the CO assumed the navigational risks and took sounding on the way in. So that could be done in Houston if required.
