Nobody is trading Polly Scale Naval pigments as none of their Naval pigments matched S&S cards with exception. Polly Scale 5-O, and 5-H were good matches to S&S. Polly Scale 5-N good match for 20B.
Testors first release of acrylic paints bombed horribly for as usual they went low bid. Manufacturing then went straight to the new plant where Testors replaced Polly Scale white caps with Testors black caps but kept the name Polly Scale and it's formulation. Later Testors released their flat acrylic Naval Pigments based upon the S&S cards and the Polly Scale line of Naval pigments was discontinued. That left many scrambling for either the Polly Scale pigments to preserve uniformity to their collection or looking for the new Testors flat Naval acrylics which were always in short supply everywhere you went.
Testors flat USN acrylics are highly sought after. Though they are not the quality Polly Scale was and sometimes depending on batch lot did not match S&S but it was the only game in town.
Yes when ships were newly painted they were semi-gloss. That gloss quickly faded under the sun. I am not about to introduce semi-gloss into my collection. Semi-gloss paint has its own drying problems and is brutal on brushes.
The colors I stated above are railroad colors in the 1oz. bottles old and thick made for the airbrush not the brush painter. But they are acrylic. So thin and stir, thin and stir, thin and stir. Test on a sprue and thin and stir.
Yes a new acrylic manufacturer is supposed to be coming about. When is the question.
