It was called an emergency buoy and....

it was orange for sea trials, it was only useful if the boat sank in shallow water. It was released so the Navy could locate the sunken sub. Once the sub was accepted by the Navy it was painted black like the hull, and two wide straps were welded over it. It was no longer needed. I remember tripping over one of them.
