If it is a mast that has to be folded, I paint first. if there are parts that go directly on the ship, put them on without paint. CA can be spread around pretty thinly, so what you can do is paint, testors gloss cotte to blend in the CA and apply decals, apply decals, glosscotte again, then let dry and hit it with dullcotte.
Works for me.
The Glosscotte and Flatcotte also act like a seal for the PE parts.
