It might not be allowed in California but this is NYC. Staten Island has been used a dumping ground for years. There is also a major landfil site located there near the Outerbridge Crossing.
In any case many view Staten Island as a way to get to New Jersey, Brooklyn or Manhattan, so for them it really doesn't matter what it looks or smells like.
