Question: PE or painting first in 1/700??

Which do you guys do first in 1/700 - apply PE or paint the ship first? I tried applying PE after painting on my first PE-equipped ship and found that it was hard to mask the effects of CA glue on the paint, but I'm worried about applying PE before painting as it is so easy to damage it in this scale. I would appreciate your collective thoughts on which is better.
