"Googling" Philly Yard

Just south of the Admiral Peary Way and Rogers Court/Way is an aircraft in the water. Why is it there? Just East of the aircraft is the USS Radford with the AEMS "stealth" mast. Lots of interesting trivia... IHS, Ralph B.
