The excuse that the W&LE has said for years is that they never had enough rail to relay the River sub. With new CWR from Jewett east to Rook now installed or being prepared to be installed. That is no longer true.

Either way, Ill believe it when it happens. It would make sense though. Those 320 coal trains could go straight to Rayland.
