WE 102 at Brooklyn Junction

Pictures of WE 102 on the CSX River Division working the Benwood to Brooklyn Junction local (CSX H738)last Tuesday have been posted a couple of sites. Does anyone know, if WLE has trackage rights to Brooklyn Junction?, or is this a pay back of power for CSX pulling the coke trains between Mingo yard & Sparrows Point? and will this be a regular occurrence for some great photo ops along the river?
