Cap and tax is a very sharp two side sword. I believe any industry will suffer in this scheme. But if there is a way for even the most antiquated industries to make money be sure they will give it a try. After all WE THE PEOPLE are going to pay for the damn thing anyway.
In the case of WP yes that is probably a dead duck.
