Like it's been said in here previously, the Ohio valley mills, like the ones that used to line the Mon valley are outdated and have probably seen their last days.
The integrated mills that we are referring to are dinosaurs as far as iron making is concerned. Modern steel mills have a much smaller footprint and usually produce iron via direct reduction, and doesn't need coke. If the whole cap in trade deal becomes a reality, you can bet the mills that you are referring to will be too polluting to operate under such framework.
