I'm not sure I agree Pittsburgh has adapted accordingly as Census accounts for the Pittsburgh Region indicate more and more people have/are leaving southwestern Pennsylvania in the past 10 years, namely Allegheny County because there are no jobs there...no growth there...and plenty of political corruption that prevent the region from re-developing itself that will keep familes intact, which was a asset Pittsburgh once enjoyed.
The neighborhoods in and around the City of Pittsburgh itself are quagmires of blight no matter which way you drive, NORTH-SOUTH-EAST-WEST. Drive-By shootings are out of control in many neighborhoods. And many of southwestern Pennsylvania roads are horrendous paths of orange construction barrells that you do not see in bordering states.
And lastly the littering/trash problem I have seen along southwestern Pennsylvania highways brings a tear to my eye, especially in traffic areas where piles and piles of dis-carded cigarette butts are tossed by the hundreds each and every day.
