It depends on what you're going to be doing. Just listening at home? Or just in your car? Or do you want to carry it with you.
I do all three, so I just bought a nice handheld scanner. You can take it anywhere. I have a mobile antenna for the car and a base antenna for the house, they plug right in.
You lose a little audio, it doesn't get as loud as a base scanner and is kind of "tinny" sounding. But they're all I have used for decades.
I have never heard any talk of the railroads moving to digital or new frequencies.
