The disptacher is reading off what is called a Track Warrent, on some roads it is called a Form D.
The TW is a form with various entries with boxes beside the entry. The "checking" box probably is not needed as circling, highlighting, underlinging would also work.
The box given is the instruction of the many that is given that applies to the train.
These are set verbage that is the same almost every day --the limits of a TWC will be different -- but the wording is the same so these guys get use to this and read it off fast.
