As for unloading, there are conveyors that can be moved under the pockets on the cars for unloading and then removed when done, or the cars could be equipped with hose connections to be vacuum unloaded. As far as moving the hoppers without an engine, this can be done with a front end loader, trackmobile, and if they were really desperate it could be done using a chain and a semi truck.
