They started in Sept. I believe - and there was quite an uproar when they announced that it would be changing in June time frame I think. I think they want to compete with other sites that offer free shipping so they are trying to make the sellers offer free shipping or at least accurately reflect shipping charges rather than a seller making a profit off of shipping - or at least that was their explanation. You can go back on the Ebay announcement pages and read all of the chatter that went on.
