go to the paypal website - log in 1st and then click the heading for "resolution center" You will find information and procedures to follow. You have to open a dispute 1st, and then if the seller is still uncooperative you have to file a claim. Be sure you check the time frames for BOTH and do whatever's necessary before the deadlines. Good luck! Paypal will help you if you follow their rules.
