Always, in the early rounds, as most clubs run on the financial edge and for a Surrey team to be drawn against a Northern team,especially if drawn away in a couple of the early rounds could cripple them in money terms.
Merv could tell you more but it may be the first round proper before you travel to the far flung outskirts of the northern towns when financially it becomes more rewarding.
