If its clicking like a low battery i would first disconnect the battery and fully charge it then take it somewhere for load testing (any auto parts store) if it checks good, next step is while its out of the car is very closely check over the cable ends for corrosion, clean the other end of the ground cable that goes to the block (remove it and wire brush in a drill clean the block and cable lug to shiny metal) remove the fat cable to the starter terminals and check it over for corrosion and whatnot and clean it. Connect it all up and try again. If the starter still doesnt work and you have done all that then id suspect the starter. You have to go from the top and may have to remove the master cyl from the firewall or at least loosten the mounting bolts and tilt it up to get the starter out.
