That makes my head hurt. I tried to look it up on Wiki, or even howstuffworks.com to no avail. Are you saying the wheels are offset out of round? That's clearly impossible. From your explanation, I'm kind of gathering that they're offset from the hub inboard/outboard, but your diagram doesn't seem to show that.
