my 80's manual steering did this, talked to some knowlegeable guys at autozone and said the lubrication is dried out and kinda hangs up at times. a new rack is like $200+ so i figured whatever i do to mine cant hurt it.
1 take off the accordian boots on the tierods (just cut the straps holding it on and slide them towards the wheel)
2 turn the wheel full lock one way or the other (gonna do both sides so it doesnt matter)
3 using a grease gun full of grease just pump away into the steering rack via the tierod hole. (i smeared some grease all along the tierod too)
4 tun the wheel the opposite way and repeat, keep doing until you cant get anymore grease into either side (i crammed about a tube of grease in there it seems) the passenger side can fit more because the steering gear isnt in the way.
5 turn the wheel straight on and reattach the boots via zipties (ziptie the wheel ends of the boots to the tierod)
6 go for a drive and see how it is, this fixed mine it seemed to randomly get tight especially when i was barely adjusting it like just slight adjustments to stay in the lane.
its been about 2 years and no more stiff wheel (turns alot easier than i remember lol)
