The Stock Holley/Weber carb is an ok carb. The difference between it and a genuine weber is that the holley weber was manufactured by holley with some small details changed or removed to keep costs down. The stock carb is going to give you the best mileage you are going to get out of any carburetor... It was jetted for mileage, because after all, that was what the chevette was supposed to do! As far as mileage goes, if you were to lean out the jetting any more, you would run the engine too lean and burn things up.
Now, given that we now have aftermarket fuel injection and the like to play with (aka. megasquirt and others), you may be able to improve upon the old carburetors mileage and performance. This is provided you are capable of designing, setting up, and tuning a F.I. system. I would love to see a chevette motor with a megasquirt system on it. Maybe I'll have to do that myself...
