There is a metal lockout pin that the very small spring goes over on the bottom of the shift assembly The plastic rod (bead chain) pushes against this pin. It is possible that the new plastic rod was not trimmed to accomodate the operation of the lockout pin. I would suggest removing the rod and testing the shifter to see if the lockout pin is working. If it is then trim the part of the rod that has the bead ball not the end that has the stem. If the lockout pin is broken. I nave that part NOS in my parts stock.
