@Andy B - The best luck I've had with price on NEW chevette tires is with Mr. Tire. Do they have those in Athens, OH? I think they have Monro down your way.
I buy the $19 tires, P155/80, so I'm "On The Rim & Out The Door" with a bill of $76 plus sales tax and disposal fees. Very few tire centers include mounting/balancing/valve stems/etc into the price of the tires. Feels nice when you're paying less for FOUR tires than the guy with the SUV is paying for ONE.
Of course the salesman will try to upsell you, offering larger sizes. I remember Rick Drake posting on here about the consequences of using too large of tire on your chevette.
While I would prefer Firestone FR380s, notice the treadwear rating is comparable, similiar UTQG to the Economy $19, and I've seen Made in Brazil, Argentina, Chile, Costa Rica, Venezuela across brands making loyalty meaningless. Don't think 13" tires are made in the USA anymore. Maybe not even 14"
I'm sure twenty years ago you would have found Uniroyal Pirelli Carlisle General Dunlop BF Goodrich or even Michelin still making 13" tires.
Please don't tell me there's a recall on the firestones..
