The 2 upper jets are the 'Air Correctors'. I don't have a stock carb laying about but the base settings on my webber are:
Primary, Main 135, Air Corr. 140
Secondary, Main 170, Air Corr. 180
The webber is a little different than the factory so i don't know how much this will help you
