I had the idle adjustment screw backed out all the was on my 1980 Scooter with Holley carb and the idle speed was too high. The idle speed screw wasn't even making contact with the throttle stop. With the car fully warmed up I assumed the fast idle cam would not even come into play once it was kicked down.
I was wrong. Since I was putting in a rebuilt carb and the same fast idle problem showed up on the rebuilt one as the old one- I finally realized by examining the old carb that the fast idle adjustment continued to hold it open even after the car warmed up. It took all of 30 seconds to back off the fast idle screw and slow down the idle speed.
It would be too embarrassing to tell you how long I have been driving with the idle set to fast.
