I didn't see where anybody answered your question, so I'll give it a shot. And, anybody please feel free to jump in, or correct me if I am wrong.
When there were open slaughter plants for horses, there was an outlet for people to sell unwanted or unuseable horses. The meat is usually shipped overseas, where it is considered good eating.
The PETA people and other groups shut down all the plants, in spite of the fact that the AQHA, American Quarter Horse Assn, and the American Veterinary Association, among other large groups were opposed to the ban. The reason being, if there is not outlet for unuseable horses, where do they go? Who feeds them? And, it drives the price of ALL horses down, since there is an overpopulation.
So, like here in Nevada, people are turning unwanted horses loose, or starving them, because they cannot afford to feed them, and care for them. But you see, the PETA people think that they all go to retirement homes, and are well cared for for the rest of their lives. Yes, in a fairy tale.
