The indian reservations are considered to be soveriegn nations exempt from US federal laws therefore they could easily build killer plants. What we need to be wary of are the attempts of the AR wackos to make it illegal to transport horses for slaughter. They might have already done it. They're are ways around it I am sure but we should not have to.
