You are absolutely right... You are not allowed to touch the kicker at all it does not matter if he gets his foot down or not. I could not find this in the rule book but was told by Charlie Malta who is the National Referee Director for the U.S.F.T.L. (Thanks Natalie and Charlie)He said its the same as the quarterback rule. You cant blast the quarterback even though you tip the pass.
It is natural for a kicker to hop once because of the momentum to the football. Usually when kickers start hoping more than once its because guys are using sliding around their feet and they are trying to keep their leg from being hit while planted on the ground.
