We have humpers too! 
Our females pretty much show this behavior when coming into heat, during and a short time after. Oh and of course if people are visiting, never fails.lol
Anyhow, if we notice it, we stop it right away and deture their attention to something else. It can get annoying, but during a females heat cycle, their hormones are flaring and to them it is natural to hump each other, so be patient with her.
It does not sound like she is trying to show dominance, but rather just a sexual thing. If it gets to over barring just keep them separated until she is finished her cycle.
