To me, a Dog is breed-worthy when he stands up on at least 2 of my "three pillars of breedability".
1) Health - complete proper health screening and obtain positive results, which right now I would consider DNA testing and Hip & Elbow X-Rays.
2) Workability - The dog must be proven as being successful at some kind of job. For me, that would be Weight Pull, Personal Protection, Agility or Therapy Dog.
3) Conformation - It has to look like a Bulldog should ... and ideally you would prove that through showing the dog and gaining titles that way.
I do have a more detailed description of my "three pillars" program that I drafted for possible inclusion with the OEBBC.
Thoughts?
