At that time, it was all based on models for terrorist attacks on the port. Not based on a natural disaster which the UCLA guys and the previous LA EMD guys had presented to FEMA in 2000. Here's a link to Sceintific American which discusses in detail the model developed in 1997 and repsented to FEMA which were largely ignored... I hate that people were forced to leave their animals behind and am sure that many folks died becaused they refused to do so. But, I also believe in my heart that bringing thousands of animals into the Convention Center and Superdome would have made that situation worse than it already was. It was already overcrowded and filthy beyond belief. Add fighting animals and feces to the mix.

the rescuers and the Red Cross, at least in my opinion. The problem started when the city and state created 'disaster plans' that were grossly underdeveloped. The writers of those plans didn't / couldn't comprehend the true enormity of the logistics to COMPLETELY evacuate that city.
