I am really only familiar with partial trisomy 22 but I will state my knowledge on the topic. My mom had three kids. The first is my oldest brother with partial trisomy 22. It took my parents a significant amount of deciding befor to have another child but my other brother and I came out fine. So in the case of partial trisomy 22 it is definately possible to have a normal baby. As far as carriers, In my family's case it was my mother that was the carrier. Her father was the carrier in her family. My grandmother had around 4 miscarriages, normally if the fetus has partial trisomy 22 a miscarriage results. these might just be pertinient to my family but in our case my grandfather, my mother, and my mothers younger sister are carriers. The defining physical factor in all of ther is atleast one thumb nail that is short, my grandfather and mother have one short thumbnail and my aunt has two. Every attempt my aunt has had to have a child has resulted in a miscarriage and she has since adopted kids. For some information on my brother he is currently 25, he can not talk, has a moderate hearing loss, cannot walk very well and has poor motor skills in general. It is hard to determine what age group his mid functions at, our guess is it is around a 5 year old. After saying all these things I will say that my brother is one of the happiest people I know. Every person that gets to truly know him is touched. I am definately a better person because of him and am greatful that he is in my life despite all the challenges that arise.
