here at kwig some homes have prepaid meters,those work like your cell-phone, you put in more minutes to keep it on. this prevents customer's bill from piling up to the point where the service is discontinued. hydrogeneration experiments are being conducted there's one in eagle. i think you can get more info on these from alaska energy authority and uaf.
