Since waste oil is thick, and when it gets cold the viscosity gets really slow, maybe if put heat exchanger around the tank and kinda warm up the tank and the waste oil will flow much better, put a copper tubing inside the waste burner, and a little pump and some kind of valve to relieve the pressure so the pressure don't get to high, and pressure tank, than you can run your waste heat anytime even when its very cold, you can even put instant hot water heater if you have running water.
