I was wondering if anyone has ever introduced this in their communities. We just cleaned up about 200+ drums of used oil, hazardous substances, etc. We have been having a lot of construction for the last few years also so I would like to introduce an ordinance to the city that states any construction company coming in must invenotry all their substances, how much they used at the end, to make sure they are taking eveyrthign they brang in with them out! Does anyone have any suggestions of how to word this in an ordinance??
