The Incident Management System (IMS) is determined to be the most effective system for managing emergencies as a standardized response management system. “All hazard – all risk” approach to managing crisis response operations as well as non-crises events. This training should involve community volunteer groups Emergency Medical Technicians, Emergency Trauma Technician, Fire Department also Port Heiden Health Aides, School head teacher, Airport Manager, Village & City Officials. This training needs to identify and spell out the different roles and procedures for the Port Heiden Emergency Response Team in the event of an incident or discovery of a brownfield site. In accordance with EPA’s goal in funding activities under this element is to have state and tribal response programs that include oversight and enforcement authorities or other mechanisms, and resources that are adequate to ensure that: A response action will protect human health and the environment and be conducted in accordance with applicable federal and state law; and the necessary response activities are completed if the person conducting the response activities fails to complete the necessary response activities (this includes operation and maintenance or long-term monitoring activities).
