If they do that, they will most likely charge you a fee to take your stuff, then likely your stuff will be disposed in a hazmat dump in Bethel. Another option could also be to charge a hazmat handling fee to the ones who bring the stuff into your village, then use that money to ship it back out later.
Cradle to grave, whoever brought it in (ie..AVEC, Store, school, contractor..etc) is responsible for it until it is disposed of in a legal haz waste site..wherever
