With that said, small alcohol or jellied alcohol stoves are quite cheap to buy, heck, a folding sterno stove is only a few bucks.
A coleman or similar propane stove is more, but with a cheap adapter, you can run one from a normal backyard BBQ grill propane tank. Just running one burner at a time to cook on, and being thrifty with it, a single tank will last quite a long time.
As to heating in an emergency, you really only need to be able to cook up some warm food, just wear clothing inside like you would outside, layer it on. You won't croak.
Anyway, this is why I like wood heat, I can scrounge wood and you don't have to worry about resupply or spilling it, etc. Even in an apartment, one could use like hibachi or other grill or cooker and cook outside with scrounged wood or wood like whatever, pine cones, etc.
