China does have a number of huge desalination projects either starting up or going, including nuclear ones and also desalination for the nuclear plants cooling water. Lack of fresh water is an engineering problem with solution.
On philosophical note, I hate and have hated every so-called "communist" government there ever was, not trying to glorify or hold up as heroes the Chinese ruling scum-bags. But even they are doing the things that we are too stupid to do for ourselves. They actually produce things of real wealth and value, they are making alternatives to fossil fuels, they are ensuring they have future resources.
And also worth noting our own U.S. government is becoming like the Chinese communist one.
