I could see how a diesel truck could be EMP hardened (or started after non-essential things were toasted during EMP attack). But I don't see any hope for civilian vehicle that wasn't being stored in underground or conductive building, I think my EFI and digital fly-by-wire mini-van would be beyond repair.
